As the body count started to climb, Detective Harvey Hepburn discovers the secret of the killer's identity and his twisted past that shocks the city and paralyzes the justice system.
The atmosphere of horror spread through the city, women stayed indoors for the most part. Those who went out did so in pairs, or during the hours of daylight, but even that has changed since the last two murders were committed in broad daylight. Men gathered in bars and discussed the murders, most with outrageous theories that were quickly spreading through-out the city.

When Pamela returns to the states after receiving a telegram telling her that her husband had been killed. She is almost killed on two occasions she becomes furious enough to do something about it, she begins to follow clues to find the killer.
